The facade of the building is a reddish-brown brick with arched windows and balconies. Large, draped Mexican flags hang from the facade, with the green stripe illuminated on the left and the green stripe on the right also illuminated. A coat of arms is visible on the building above the central portion of the flags. In front of the building, there is a paved plaza with puddles reflecting the lights.
