The central structure is a tall, white, multi-tiered building with classical columns and gold ornamentation. At the very top of the building, a golden spire culminates in a red star topped with a golden sickle and hammer, a symbol of the Soviet Union. Two green bronze statues of a man and a woman are positioned on either side of the main structure, holding objects aloft. A Russian flag flies from a flagpole on the building's facade.
